A bug was recently discovered that is being fixed with this work item (#5230). Currently, the Program Enrollments Counts report is not returning correct data. The 'Newly Enrolled' column is always returning zeros if querying for a single day (start date and end date are the same).

			<description><![CDATA[On Group roster screen: add an inactive status and rules in order to track the fact that a client belonged to a group roster at some point but for some reason the client doesn’t belong to the group roster anymore.

	3. When Inactive status value is selected, make the Reason box required.

A bug was recently discovered that is being fixed with this work item (#4045). A rule was originally added in Base Billing to make ASAM field required on Contract Tier when the Funding Source is Block Grant, but the rule should have been implemented in SLCo instance only.
