A bug was recently discovered that is being fixed with this work item (#5230). Currently, the Program Enrollments Counts report is not returning correct data. The 'Newly Enrolled' column is always returning zeros if querying for a single day (start date and end date are the same).

			<description>Security Roles and Reports: A concern was voiced by San Diego regarding the fact that all users have access to the reports. This was investigated by FEI and found to be an issue. We are recommending the following actions regarding this fix:



Report security could be made at the report menu node level, on report groupings, or on individual reports. It appears that the group favored report security at the report grouping level.

A bug was recently discovered that is being fixed with this work item (#4045). A rule was originally added in Base Billing to make ASAM field required on Contract Tier when the Funding Source is Block Grant, but the rule should have been implemented in SLCo instance only.
